Everyone knows
the UPA government is desperately eager
to close the Indo-US nuclear deal.
The confusion caused by
its desperation is obvious from the following statements.
On July 8,

Foreign Minister Pranab Mukherjee
told a press conference that
India's safeguards agreement
with the International Atomic Energy Agency
would be sent to the body only after the government
had proved its majority in the Lok Sabha.
Yet a day later,
the IAEA secretariat said that
"at the request of the government of India",
the draft had been circulated to the 35-nation Board
"for its consideration".

And in a press release from the Prime Minister's Office,
dated July 2, there is this:

"The salient features of the Draft Agreement
(which are yet to be finalised),
reflect the key understandings relating to
fuel supply assurances,
strategic fuel reserves and corrective measures."
It was a clarification on the meeting between
National Security Adviser
and

Samajwadi Party leaders
Amar Singh and Ram Gopal Yadav.
The IAEA says
the draft
has been circulated to the board,
Mukherjee says
it will be sent only after the Lok Sabha vote
and the PMO release says
it is not even finalised.

So the question is,
who is telling the truth here?

The government's eagerness to sign off
on a key part of its agenda is perfectly understandable.
What is not so easy to understand
is its indecent hurry to close this deal
when it has so many other far more urgent matters,
such as the oil shocks and galloping inflation,
to contend with.
What makes this deal so important that
it should ignore every other concern of the common man?
And the manner in which it has cobbled alliances
to hang on after the Left withdrew
its support rouses the worst suspicions.

In a television interview on June 23, Amar Singh,
the SP's pointsman on the deal with the Congress,
said the government had given them
no reason to change their stand against the (nuclear) deal.
After the meeting with Narayanan
the transformation has been magical.
Now the
"pizza queen"
(Amar Singh's words) is
"a leader of stature".
The nuclear deal is in the national interest,
and which leader could argue against that?
Until we recall that they were arguing about this
very thing just a few weeks ago.
We think the public should be
briefed on the wheels
within the small deal
that saved the big one.
